That layout suits cards that need a full x16 link, such as high-bandwidth network adapters or accelerator cards, where a riser with x8 slots would limit them.
In the box you get the riser board and the 2U PCI riser cage. With both included, the kit can be fitted to a DL380 Gen10 Plus that has no secondary riser yet, or used to replace a damaged one.
