Two meters of copper is enough to reach servers in the same rack from a QSFP28 switch port at the top. The Cisco QSFP-4SFP25G-CU2M splits that 100G port into four SFP25G connections.

This is a way to raise the port density of a 25G server rack without buying four separate cables or optics for each switch port. Because it is passive copper, there is nothing to configure on the cable itself, and the four ends terminate straight into the endpoints.
