Because the downlinks also run at 1G and 10G, older hosts can stay connected while newer ones run faster.
The switching capacity is 3600 Gbps and the top port speed is 100GbE, so the uplinks have room to carry the rack's traffic toward the spine without the downlink side becoming the limit on paper.
